Is it just me, or are the soldiers in this movie shit at doing they're job? They all seem to be shooting at inanimate objects when Big Daddy and Pals arrive. And later, we see two of them playing poker when they should be patrolling. And more to the point, in an earlier scene we see that all of the fences around the city are electrified, so how the hell do the zombies force down the fence without getting fried?

No its not just you, those soldiers were very undisciplined and poorly trained; however, a soldier is only as good as his commanding officer so its the fault of the officers for not giving them proper firearms training and teaching them any tactics. It seems that all the well trained people were sent out on scavenger missions whilst all the scrubs were given guard duty.
On that point not all the fences were electrified. If I remember correctly the way the city was protected was that it was on the coast bordered on 3 sides by water with the 1 land based entrance protected by an electrified fence. The problem was the zed's united and bypassed their major defence by going through the water which everyone thought was not possible. I get the impression that they only ever expected maybe a few stragglers or at most a small group of zeds to make it onshore. In which case they probably could've held them off with ease. It was probably a combination of laziness and arrogance that led to the problem getting as bad as it did as they probably thought they were untouchable on the water sides so there was no need to bother with a proper plan in case of an amphibious assault.
Also Romero has a disdain for the military so he usually likes to depict them as inept.

Do you think the armed forces would go to shit like they do in LAND? It seems like once the traditional structure of society is broken, military forces go downhill in zed flicks. You would think it would be the opposite with the military taking a totalitarian role.

Its not outside the realm of possibility if a zombpocalypse was chaotic enough. For such a problem to occur with the armed forces though you'd probably need a sizeable portion of local forces deserting their posts (probably to be with their families) and such a situation happening all across the countryside at once. If you get enough people deserting (it doesn’t even have to be from essential positions) and possibly stealing equipment with them then you're gonna be left with a deficient defence force with reduced capability less able to handle such a situation. That’s not to say they’d completely fall on their ass, but the mountain in front of them would become that much larger and take that much longer to get under control not operating at their full capability.
The soldiers from land seem like a hodge podge mix of ex-soldiers, and refugees/survivors who’ve been re-trained as soldiers. It just seems like there’s more re-trained soldiers then actual soldiers working the perimeter. Because the guys on the perimeter don’t seem to have any training outside of weapons training. There’s no cohesion between any of them and there doesn’t seem to be any communication or leadership. No one cares that the sentries outside the gate are goofing off shooting at something and no-one tries to take command of the situation when the shit hits the fan. Really its no wonder they broke down and couldn’t hold the line against the zeds. Hell there was a group of them in a secure elevated position in a watch tower. They could’ve easily held the line up there, but what does one of them do? He rappels down to run away and ends up right into the arms of a zed. They’re less a group of soldiers and more an armed poorly trained militia.
